Emmanuel Dominique is a former United States Marine and Disabled Veteran with over two decades of experience in construction and construction management , transportation operations, and logistics services. A graduate of NYU Polytechnic, Emmanuel holds a Professional Engineering License (PE) from the State of Delaware. With his military and professional background, he brings disciplined leadership, operational strategy, and mission-focused execution to ND3 Solutions. His professional background spans logistics coordination, infrastructure support, and site operations — providing the company with hands-on industry expertise and field-level insight. Under his leadership, ND3 Solutions operates with a commitment to accountability, efficiency, and service excellence.
Barbara Dominique
Contracts & Logistics Director
Barbara Dominique is a seasoned attorney with over 20 years of legal experience. She is licensed to practice law in both Maryland and New York. As Contracts & Logistics Director, she oversees contractual compliance, regulatory alignment, and operational logistics coordination. Her legal expertise strengthens ND3 Solutions’ ability to manage contracts with precision, mitigate risk, and maintain structured communication with public and private partners. Her leadership ensures that ND3 Solutions operates with integrity, clarity, and compliance across all engagements.
Nile Dominique
Director of Finance
Nile Dominique serves as Director of Finance for ND3 Solutions. He studied Finance at Howard University and brings a strong foundation in financial oversight, budgeting, and fiscal accountability. He is responsible for financial planning, cost management, and internal controls — ensuring ND3 Solutions maintains structured financial discipline and transparency across contracts and operational engagements.
S. Tia Brown
Director of Procurment
Tia Brown serves as Director of Procurement at ND3 Solutions, where she oversees procurement operations supporting the company’s construction, logistics, and transportation initiatives. In this role, she is responsible for coordinating vendor sourcing, managing procurement processes, and supporting the acquisition of materials, equipment, and services necessary for successful project execution. With experience in administrative operations, vendor coordination, and project support, Tia plays a key role in ensuring procurement activities are organized, efficient, and aligned with project timelines and operational requirements. She works closely with internal leadership, project teams, and external partners to facilitate smooth purchasing processes, maintain accurate documentation, and support contract compliance.
